GAO’s Federal and Cost Accounting Team will no longer be performing the Monthly Grant ID Reconciliation. State agencies will not receive “Monthly Grant ID Reconciliation” emails from the GAO going forward.
Grant information from eCivis interfaces via a one-way interface into AFIS’s Grants Lifecycle Management (GLM) module, which houses grant programmatic data. Certain infoAdvantage reports rely on information that is interfaced, but ultimately, agencies are responsible for ensuring the information that they enter into eCivis is accurate.
Grant financial data is housed in AFIS tied to cost structures, which are separate from GLM. SAAM Policy Topic 70, Section 65 Cost Structures for Grants requires that all grant awards for direct or pass-through Federal grants and State grants be attached to the AFIS cost structure.
When agencies require a cost structure but have incomplete award documentation available (e.g. available documentation is an unexecuted draft award or the grantor has provided written permission to incur costs but the formal contract has not been created), the GAO adds those cost structures to a tracking list. Monthly, the GAO sends out reminder emails to agencies that appropriate documentation must be attached to those cost structures once it is available.
Agencies will continue to receive the “Missing or Incomplete Award Documentation on Cost Structures” emails from GAO each month.
