FY17 Appropriation Load Instructions

FY17 appropriations per Laws 2016, 52nd Legislature, 2nd Regular Session, Chapter 117, HB2695 and Chapter 126, SB1527, may be entered in AFIS and submitted to the GAO for processing.

FY17 appropriations must be processed as follows:

  • FY17 general appropriations act, Sections 10 through 109, supplemental loads and capital outlay are to be entered on separate documents.  Appropriation and Allotment Budget Document (BGA90) entered and submitted electronically through AFIS to the GAO will be reviewed on a first come, first serve basis.  All appropriations received by June 24th will be reviewed and approved if all required information is available and correct.  Any appropriations received after the deadline or that are incomplete, will be reviewed, but may not be available on the first processing date in AFIS for FY17. 
  • All appropriations should be entered as the full amount enacted with any reductions processed separately.
  • Appropriations should be entered using the following guidelines 

 Appropriation and Allotment Level section for Type 1;

                  Start date = 07/01/2016 

                  End date = 06/30/2018

                  Budget FY = 2017

                  Fiscal Year = 2017  

                  Period = 1

Appropriation and Allotment Level section for Type 2;

                  Start date = 07/01/2016 

                  End date = 06/30/2021 – If open ended; otherwise use end date identified in legislation.

                  Budget FY = 2017

                  Fiscal Year = 2017  

                  Period = 1

House Bill Number has been standardized and is required to be entered in the given format with character limits given behind each requirement.  The format is: calendar year (2), legislative session (2), session type (2), chapter (3), bill number (6) and section.  Please note the last three digits will be different for each agency based on their section number of the bill (3).  The following is an example from FY17 appropriations: 16522R117HB2695001.

  • The general fund portion of any lump sum appropriations should be entered by quarter in the following order: 30%, 22%, 22%, and 26%.  All other funding sources and line items should be 25% for each of the four quarters. Quarter 5 is to be set up for each appropriation document at 0% to allow transaction processing in the following fiscal year (i.e. administrative adjustments).  
  • Only documents in ‘Submitted’ status are complete. Any other status may require further action to complete the load.
  • Agencies requesting alternative allotment schedules may submit their detailed change requests as part of the appropriation load process. All allotment change requests will be submitted to the Governor’s Office of Strategic Planning and Budgeting (OSPB). Agencies must note proposed allotment changes by using Event Type: BGE1 and uploading the request letter to the corresponding Appropriation and Allotment Budget Document (BGA90). 

Any remaining FY16 supplemental loads and reductions must be entered and submitted to the GAO no later than Friday, June 17th by 3:30pm and will be processed immediately if all of the required information is available and correct.
