In our continuous efforts to improve fiscal year-end closing processes, the AFIS Operations Group will be liquidating all aging non-commodity encumbrance and pre-encumbrance documents and will not be reestablishing them in Fiscal Year 2019.  These aging documents were established in Fiscal Year 2016 and 2017 and have not had any activities, including references as well as modifications, within the last 365 days in AFIS.  Please note that these are not encumbrances and pre-encumbrances associated with appropriations that ended on 6/30/2018.  Those will be lapsed on July 13, 2018 as part of fiscal year-end statutory lapse process.

The list of Aging Non-Commodity Encumbrances and Pre-encumbrances in AFIS is located under AFIS Information on the GAO web site.  Agencies are not required to take action on these, but will be asked to fix the chart of account (COA) errors as needed in order for the AFIS Operations Group to successfully liquidate them by July 15, 2018.  Please contact your AFIS liaison if you have any questions.
