New Fiscal Year Profiles Creation and Fiscal Year-End 2019 Memo status

GAO has been working on the Fiscal Year-End 2019 Memo and will publish it as soon as it is finalized.  Once the memo is finalized and posted, we will also be sending out invitations to the Fiscal Year-End 2019 Q & A session, which is scheduled for May 2, 2019 from 2:30 pm to 4:00 pm in the ADOA Conference Room 300. 

While the memo is in progress, we would like to share important information related to the New Fiscal Year Tables (Profiles) Creation process (NYTI), which is scheduled to take place on Friday, April 19, 2019.  The NYTI process, which affects a subset of COA profiles with Fiscal Year and Budget Fiscal Year as part of the key fields, requires more than one step:

  • The creation of Department and Unit structures and any associated roll-ups (i.e. Branch, Cabinet, Division, Group, Section, District, and Bureau) will begin at 4:00 p.m. on Friday, April 19, 2019 and will complete prior to the beginning of the nightly batch cycle.  A system bounce will be then required for the creation to be applied, which will occur at the beginning of the nightly batch cycle on April 19.
  • The creation of the remaining chart of accounts and tables will be completed on Saturday, April 20, 2019.  AFIS monthly scheduled technical maintenance will also occur on Saturday, April 20 and last until late Sunday, April 21, so AFIS will be unavailable during this time.  A list of AFIS tables and pages that are included in the NYTI process is available on the GAO website at /afis/afis-information.
  • GAO will be communicating errors from the NYTI process to impacted agencies.


In order to prevent a COA in the Unit structure from rolling to the next FY, it must be inactivated prior to 4:00 p.m. on April 19, 2019.  All other COA elements not needed for FY20 must be inactivated prior to 8:00 p.m. on April 19, 2019.  Please do not inactivate any FY19 COA if it is currently being used and needs to be used until the end of FY19.  In addition, please do not inactivate any FY19 COA that is inferred by on a Function inference if the Function is still being utilized.
