This is one in a series of articles that, between now and the implementation of the State’s new accounting system, will release draft sections of the updated State of Arizona Accounting Manual (SAAM). 

The following new draft sections of SAAM have been posted: 

4515 Encumbrances 

4525 Receiving 

4530 Advances to Non-public Entities 

As was discussed in a previous article, these are drafts, which are being posted for comment. They are not currently policy and will not take effect until July 1, 2015. Between now and then, there may be many changes to the contents of these draft policies. Some will be merely corrections; some will reflect changes in the systems under development; some will come about as a result of your emails to us. 

We appreciate and will evaluate every comment or recommendation we receive. We will, at least, acknowledge receipt of your suggestions. For one or more reasons, we may not incorporate all your suggestions. 

You’ll notice that the new format does not include an authority or a definitions section at the beginning of each policy statement. The current intent is to have one glossary for the entire suite of sections and to have one section listing all authorities, categorized by topic and section. Let us know if you think this will prove to be more of a help or a hindrance.
