SAAM Additions, Updates and Drafts Effective March 26, 2018

New or updated Sections, if any, of the State of Arizona Accounting Manual (SAAM) listed below have been posted to /publications/saam.

New SAAM Drafts, if any, have been posted to /publications/saam/saam-draft.

Drafts are posted for comment and do not reflect policy statements that are in effect. Agencies are requested to review any Drafts within sixty (60) days of initial posting and send their comments to [email protected].

New SAAM Section(s)
4019 Revenues and Receipts: PCI Compliance by Third-Party Vendors Establishes the requirement to acquire, as applicable, an Attestation of Compliance or a completed Self-Assessment Questionnaire
4026 Revenues and Receipts: Using PayPal and Similar Services to Process Receipts Prohibits, except with the written permission of the State Treasurer, the use of PayPal or any payment processing service to process receipts.
4523 Expenditures, Expenses and Disbursements: Using PayPal and Similar Services to Process Payments Limits the use of PayPal and similar payment processing services to those situations in which their use is required.
7045 Grants: FFATA and DATA Act Outlines the reporting requirements imposed by the Federal Funding Accountability and Transparency Act (FFATA) and the Digital Accountability and Transparency Act (DATA Act).
Updated SAAM Section(s)
4035 Revenues and Receipts: P-Card and Travel Card Incentives: Collection, Distribution and Accounting Limits the distribution to or retention by agencies of any Fleet (Voyager) Card incentives.
4524 Expenditures, Expenses and Obligations: Amazon Prime Emphasizes the fact that purchases of merchandise or services using an employee's Amazon Prime account may be reimbursed, but the cost of Amazon Prime membership may not.
