Security Operations: New Form GAO-60

Effective July 1, 2015, a new version of Form GAO-60, “Certification of Payroll Expenditures” is to be used. 

Previously, the GAO-60 was signed at the time payroll warrants were picked up by agencies each pay date.  No further action was required on the part of the agency. 

The new process and the new form require that the agency head, deputy or chief financial officer sign the GAO-60 within one month of picking up the payroll reports and retain the signed forms for audit.  The new forms contain additional certifications as to the accuracy and propriety of the payrolls to which they apply.

Effective immediately, current Forms GAO-60 may be retained at the agency for audit purposes; they are no longer required to be delivered to GAO.
