"Uniform Grant Guidelines: Implementation Issues for Management and Auditors" a NASACT Webinar

NASACT, in conjunction with the Association of Government Accountants and the Association of Local Government Auditors, is pleased to announce the latest in its series of training events addressing timely issues in government auditing and financial management

Have you encountered problems implementing the provisions of the U.S. Office of Management and Budget’s Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards (Uniform Guidance or UG)?  Are you prepared to conduct the FY 2016 Single Audit in accordance with its new provisions?
 
Originally published as a final rule in the Federal Register on December 26, 2013, governments and other recipients have been working diligently since that time to understand and implement the myriad of changes contained in the UG. This has been no small feat considering the UG represents the consolidation and combination of eight previously existing OMB Circulars.

This webinar will provide practical guidance on how two states, Maine and Virginia, have implemented the new requirements of the UG in two areas:
 
Administrative and Management Issues - Discuss the challenges of administering sub recipient awards under the new guidance, including complying with pre-award risk assessments, communicating all required data elements to sub recipients for reporting/disclosure, and monitoring and reporting on sub recipient performance. Additionally, participants will hear how Maine approached the task of readiness determination and awareness with federal program managers statewide.
 
Single Audit Issues - Discuss the differences between A-133 and UG for Major Program Determination and reporting requirements.  Learn how changes in Major Program Determination could potentially have a negative impact on the annual workload of state auditors in 2018 (the same year as the first national study of Single Audits under UG).  Additionally, participants will learn how Virginia, in light of these changes, is adjusting its testing in 2016 and 2017 to actively manage its workload to consistently provide quality Single Audits.
