The General Accounting Office (GAO) posted the fiscal year 2023 Closing Package documents for Subscription-Based Information Technology Arrangements (SBITAs) as required for implementation of GASB Statement No. 96 – Subscription-Based Information Technology Arrangements (GASB 96). Visit the GAO website’s Annual Comprehensive Financial Reports (ACFR) web page at https://gao.az.gov/financials/acfr and click on the Closing Package Information tab to view and download the forms in Section O - SBITAs.

For any state agency required to complete a Closing Package and had any SBITAs over $500,000, read the instructions provided on the first attachment Section O - SBITAs, then download, and complete the following forms as instructed by 11/27/23:

• Form 80 – SBITA Decision Form (Decision Form)
• Form 80a – SBITA Collection Form

There is an Overview of GASB 96 provided within the Decision Form. It has been expanded to clarify many of the questions received after the SBITA Survey was distributed to the state agencies. Also, the Decision Form itself includes definitions and examples on what each question within the Decision Form means, as well as how to calculate the Fixed Payments and Capitalizable Implementation Costs, to determine if a SBITA meets the materiality threshold.

The materiality threshold has been set at $5 million for reporting in the statewide ACFR, but the GAO requests that any state agency with SBITA costs of more than $500,000 fill out the Decision Form to ensure that all qualifying SBITAs are identified.
