NASACT Webinar: Overview of SWCAP & Fed Cost Recovery

NASACT is pleased to announce the latest in its series of training events addressing timely issues in government accounting, auditing and financial management.

Most state governments provide certain services, such as accounting, budgeting, purchasing, information technology, facilities management, motor pools, etc., to operating agencies on a centralized basis. Since federally supported awards are performed within the individual operating agencies, there needs to be a process whereby these central service costs can be identified and assigned to operating agencies on a reasonable and consistent basis. The Statewide Cost Allocation Plan ("SWCAP") is a central service cost allocation plan that provides that process. The SWCAP documents and quantifies central services costs identified to operating agencies for potential federal cost recovery.

Learning Objectives

At the end of this webinar, attendees should be able to:

  • Understand the basic structure, purpose and objectives of a SWCAP.
  • Differentiate between an allocated central service and a direct billed central service.
  • Understand the federal reporting requirements for a SWCAP.
  • Understand the relationship of a SWCAP with operating agency indirect cost proposals/cost allocation plans and federal cost recovery.

  2. Click Login under the “Online Learning Portal”. This will launch the TraCorp Learning Platform.
