Sub Fund Cash Balance Control Changes

The GAO will be changing the options that agencies will be allowed to utilize on sub funds for cash controls.  Agencies will now have two options for sub fund cash controls: 

 

Cash Control at Fund Level

ALL sub funds (including BLNK) under a fund will be set to have a Cash Balance Error Severity of “Overrideable Error” and a Balance Control of “Summary” on the CBALD page in AFIS.  This will control the cash so that each sub fund listed for a fund will be allowed to expend more cash than what is available at the individual sub fund level.  However, sub funds will not be allowed to expend more cash than what is available at the fund level.  Sub fund cash balances will be allowed to go negative under this option until the total cash at the fund level reaches a balance of $0.  No fund level cash will be allowed to go negative under this option.  

 

Cash Control at Sub Fund Level

ALL sub funds (including BLNK) under a fund will be set to have a Cash Balance Error Severity of “Overrideable Error” and a Balance Control of “Detail” on the CBALD page in AFIS. This will control the cash so that each sub fund listed on this page will only be allowed to expend the cash that is available at the individual sub fund level.  No sub fund or fund level cash balance will be allowed to go negative under this option.

 

The GAO has analyzed all sub funds listed on the CBALD page in AFIS and will be making the following changes for each fund/sub fund, based on the below scenarios:

Cash Control to remain at Sub Fund Level

Cash Control defaulted to Sub Fund Level*

*If any agency would like to change the default cash control for ALL sub funds under a fund to control at the fund level instead of the sub fund level, please email [email protected] with the request. 

If cash controls are being changed to control at the sub fund level and any of the sub funds currently have a negative balance, the GAO will be reaching out to each of these agencies individually to coordinate changes.  These agencies will have two options: 

  1. Make all negative sub funds positive and then the GAO will set all the cash controls to the sub fund level. 
  2. Keep sub funds negative, as long as overall cash at the fund level is positive, and then set all the cash controls to the fund level.


The GAO will be begin making changes to the CBALD page in AFIS beginning Thursday, February 7, 2019.
